Two lessons, and they travel. Heat does not break your event by making people uncomfortable; it breaks the emergency infrastructure your event quietly depends on. And by the time a mayor, a prefect or a labour ministry is making the call, your own options have gone.
A heat plan is how you stay ahead of both. It is not a long document - it is a page of numbers, a set of triggers and one name.
Step one: decide which warning you are watching
Every country runs a different system, and most organisers do not know which one their permit actually references. Get this straight first, because the rest of the plan hangs off it. Broadly, there are three families.
Fixed temperature triggers. Belgium's meteorological institute issues yellow at a forecast maximum of 32°C (25°C at the coast), orange at 35°C, red at 40°C. The Dutch equivalent goes orange at three consecutive days of 34°C, two consecutive days of 36°C, or a single day at 38°C. France runs vigilance canicule from 1 June to 15 September with thresholds set per département from local epidemiological analysis, using day and night temperatures averaged over three days: 35°C day and 24°C night in Bouches-du-Rhône, 33°C and 18°C in Nord.
